Ethiopia Ranks Second Poorest Country in the World: Oxford University Study


(OPHI) –According to The Global Multidimensional Poverty Index (MPI), published by Oxford University, Ethiopia ranks the second poorest country in the world just ahead of Niger. The study is based on analysis of acute poverty in 108 developing countries around the world. Despite making progress at reducing the percentage of destitute people, Ethiopia is still home to more than 76 million poor people, the fifth largest number in the world after India, China, Bangladesh and Pakistan. India has the world’s largest number of poor people at more than 647 million.

87.3% of Ethiopians are classified as MPI poor, while 58.1% are considered destitute. A person is identified as multidimensionally poor (or ‘MPI poor’) if they are deprived in at least one third of the weighted MPI indicators. The destitute are deprived in at least one-third of the same weighted indicators, The Global MPI uses 10 indicators to measure poverty in three dimensions: education, health and living standards.

In rural Ethiopia 96.3% are poor while in the urban area the percentage of poverty is 46.4%. Comparing the poverty rate by regions, Somali region has the highest poverty rate at 93% followed by Oromiya (91.2%) and Afar (90.9%). Amhara region has 90.1% poverty rate while Tigray has 85.4%.

Addis Ababa has the smallest percentage of poverty at 20% followed by Dire Dawa at 54.9% and Harar (57.9%)

Is Africa Union for Africa?       
                                       
The African Union (AU), which is located in Addis Ababa, Ethiopia, was established in 2002 after its predecessor Organization of African Unity (OAU) was dissolved. The AU consists of 54 members African Nations except Morocco. The OAU was formed in 1963 by 37 African Nations at Addis Ababa, Ethiopia. The OAU mission was to decolonize African nations, to address all massive poverty, to address the inequality of education and health-care, and to promote international cooperation and coordinate members’ economic, diplomacy, and etc. Sadly, the OAU had shortly become incompetent entity of organization in solving conflicts among African Nations and not accomplishing its mission because the organizational leaders were invested with corruptions and also its leaders were mainly discorded from the welfare of common Africans.

The Rwanda’s genocide was one of the memorable horror that the OAU truly failed to respond swiftly to the massacre of Rwandans when it was clearly happening under its nose of the organization. From early April to July, the members of Hutu ethnic majority indiscriminately murdered with machete as many as 800,000 (1) men, women, and children which mostly were minority ethnic of Tutsi. In early of July, the minority Tutsi-under the umbrella of Rwandese Patriotic Front (RPF)-gained control of the country by military offensive. Unfortunately, the RPF victory created 2 million more refugee (mainly Hutus) from Rwanda, exacerbating what had already become a full blown humanitarian crisis.(1) In 1994, during the Rwandan genocide, Kofi Annan was directing the United Nation Peace-Keeping Operations and Susan Rice served as an Assistant Secretary of State for African Affairs during Bill Clinton’s second term as president. In 2001, Kofi Annan and United Nations were jointly awarded with the Noble Peace Prize “for their work for a better organized and more peaceful world.”(3) And during Obama administration Susan Rice was promoted to ambassador to United Nations. Unbelievable!

According to The Heritage Foundation,” Since the establishment of the African Union (AU) in 2002, the United States has provided millions in taxpayer dollars to support the organization and its activities. Regrettably, the AU makes it impossible to determine the success of this effort. The AU does not publish an annual report on its activities, make its budget publicly available, or conduct audits or other independent evaluation of its work or activities. The lack of transparency and accountability in the AU compares dismally with the practices of other international organizations that receive American funding, which are themselves often criticized for inadequate standards. U.S. ambivalence toward the AU’s opacity is at odds with the well-established U.S. policy of maximizing transparency in international organizations receiving U.S. funding. Congress should make U.S. contributions to the African Union contingent on the AU’s immediate adoption of practices to improve transparency and accountability.” (4). Very interesting!

The vision of the African Union is that of: “An integrated Prosperous and Peaceful Africa, driven by its own citizens and representing a dynamic force in global arena.”(2) Since the inception of the organization, has it accomplished and sustained and rendered any ‘vision of peace’ in the Horn of Africa? Instead of rendering any peace in the Africa, the organization truly failed to tackle the ongoing conflicts and unprecedented humanitarian crisis toll in Somalia and Ethiopia that are currently hovering on the region Horn of Africa. The Horn of Africa environs have been an incubator for crisis and inflecting substantial figures of humans’ suffering for several decades and with no vigorous remedies for the tumultuous regions on the horizon.

Has African Union been like an ostrich with its head in the stand for Africa’s conflicts? For example,

1. SOMALIA: In Oct. of 1969, the Somalian army seized the power after the President Abdi Rashid Ali Shermarke was assassinated. Subsequently, Maj. General Mohammed Siad Barre became as the President of Somalia. In 1997, the president engaged in the war to liberate the Ogadian regions from Ethiopia. The president fled the country in late of Jan. of 1991 after suffering heavy causalities in his army. Since the aftermath of 1991, Somalia has fallen into lawless lands in which variety of clan of warlords have ruled. According to the Center for Strategic & International Studies (CSIS), “More than 4 million Somalis, almost half the country’s population, require humanitarian assistance, including food, water, vaccinations, and health care, and 3 million of those are in conflict zones and difficult-to-reach areas. With an estimated 1.46 million displaced in Somalia, Mogadishu alone has become the site of over 300 internally displaced person (IDP) camps”.(5) Certainly, the vast majority of Somalis have been victimized by the chronic lawlessness in which no cohesive central government for engaging in constructive role to sustain the safeguard of the welfare of Somalis. Unfortunately, the people of Somalian have an aspirational endeavor to craft their own destiny in which to have a land of peace and prosperity.

The African Union and International Communities (IC) have neither engaged in active role nor constructive role in solving the crisis in Somalia. Instead the AU and IC have deliberately closed their eyes and ears on the humanity of Somalis when the hoodlum of Woyena’s (TPLF) regime of Ethiopia has continuously been an instrumental institution of causing permanent havoc and inflecting unprecedented horror on the lives of women, children, and elderly in Somalia. Does the AU, as an African’s Institution, has an obligation to safeguard the Somalian humanity and to render the ‘Laws & Orders’ in the land of Somalia? If the AU could not safeguard its Somalian citizens of Africa from the inhumane TPLF regime than who?

2. OGADEN: Roughly the century of 19th, the Ethiopian Emperor Menelik II had annexed the region of Ogaden. In 1977, the President of Somalia Siad Barre waged a war with Ethiopia to free Ogaden. According to Africa Faith and Justice Network (AFJN), “A low intensity conflict is simmering in the Horn of Africa. Hundreds of thousands are displaced following the burning of their homes and the destruction of villages. Livestock and other possessions are being confiscated. Brutal sexual and gender-based abuses are a prevalent tool of warfare. Even worse, cold-blooded murder is widespread with horrific public executions. No, this is not Darfur. These systematic atrocities are taking place in the Ogaden, which is located in the Somali region of eastern Ethiopia.” (6) Where was the AU when the Ogaden citizens were being subjected to gross violation of human rights?

3. ERITREA: In April of 1993, overwhelmingly the Eritreans have voted for referendum in which was supported by the Ethiopian Government. Unfortunately, the hoodlum of Woyena’s regime of Ethiopia suddenly changed of its heart when Eritrea was becoming a nation of peaceful and prosperity; the regime shortly decided to invade Eritrea under bogus allegation of boarder dispute to validate their illegitimate invasion. From 1998 to 2000, the hoodlum Woyena’s regime engaged in the consecutive wars with Eritrea that heavy casualties of young men Ethiopians were sent as human-wave to be slaughter in foreigner lands of Eritrea. Shortly, the hoodlum of TPLF regime came into realization that capturing Eritrea was futile efforts to continue by any conventional war doctrine. In December of 2000, the hoodlum of TPLF regime of Ethiopia signed a peace agreement with Eritrea at Algiers, Algeria (Algiers Agreement). Both Eritrea and Ethiopia government had agreed for independent investigation of boarders conflicts. The independent investigation was called Ethiopian-Eritrean Boundary Commission (EEBC) which was spearhead by the Secretary General of Organization African Unity (OAU) under the umbrella of Secretary General of United Nations. In 2003, the EEBC issue final border ruling, but the hoodlum of Woyen’s regime rejected the EEBC decision and demanded for the International Court to alter its decision. Until now, hoodlum Woyen’s regime of Ethiopia has occupied Eritrean sovereignty contrary to International Court decision. The hoodlum of Woyena’s regime has continuously waged sporadic wars against peaceful Eritrean government and its citizens who are residing on the verge of borders between Eritrea and Ethiopia. Does the AU has a mandate on African nation respecting the integrity of another nations’ sovereignty? So, why are the hoodlum of Woyena’s regime should be exempt from the ‘Laws & Orders’ in which are recognized and enforced by International Courts and Developed Countries?

4. ETHIOPIA: The Ethiopian TPLF police massacred young, women, and elderly Ethiopians in a daylight during the 2005 election. The peaceful Ethiopians were being slaughter down by the indiscriminately bullets spray because they were exercising their self-determination rights on the foul election result by the hoodlum of Woyena’s regime. The massacre of innocent Ethiopians had taken in the place which was close proximity to the AU headquarter building. The AU could have immediately halt the TPLF police from massacring the peaceful demonstrators but instead it choice to turn its back from the Ethiopian people. Indeed, despicable act!

Although bloodthirsty Menigstu Hail Mariam, who was the Communistic President of Ethiopia from 1974 to 1987, was considered to be butcher-leader to his people and to Eritreans by any standard, but at least he respected the magnificent and historical lands of Ethiopia. However, the hoodlum of Woyena’s regime has continuously been selling colossal of hectares lands of Ethiopia in which are the home for many indigenous tribes of Ethiopia. According to Genocide Watch, “In the remote western region of Gambella, tens of thousands of people have been forcibly relocated from their land. In 2010, the Ethiopian government initiated a villagisation program. The program intended to group scattered farming communities into small villages, with the aim of changing their lifestyles, and providing better access to food, education and health. However, the government’s plans are far from reaching these goals; the Ethiopian government has forcibly relocated approximately 70,000 people from their land with the intention to lease the land for foreign and domestic investment. There have been numerous reports of human rights violations. Many of the new villages where people are being relocated have inadequate food and lack healthcare and educational facilities. The Ethiopian government’s villagisation program has been extremely detrimental to the livelihoods of the people of Gambella. The government’s failure to provide food assistance has caused endemic hunger and cases of starvation. In addition, those who have resisted relocating are repeatedly assaulted and arbitrarily arrested. Through this program, the Ethiopian government is planning on relocating 1.5 million people by 2013 from the following regions: Gambella, Afar, Somali, and Benishangul Ghumuz.” (7) Again, silent of inhumane violations of many indigenous tribes who are evacuated from their ancestral lands by hoodlum of Woyena’s regime to satiate their hunger of wealth. Truly, and unbelievable that genocide of indigenous tribes merely is happening under the nose of AU headquarters. Where is AU….?

Eldridge Cleaver, said “What we’re saying today is that you’re either part of the solution or you’re part of the problem” The AU has merely become a part of everlasting problem for Africa because the organization has become incompetent institution as its predecessor in responding swiftly to the Horn of Africa crisis and also other parts of Africa’s crisis. Therefore, the Ethiopian citizens must question the virtue of AU headquarter existence in Addis Ababa, Ethiopia. If the successor AU would not engaged in constructive and active role in solving African’s crisis but instead it’s going to be corrupted and simple act as an ostrich; then as whole, African citizens and International Communities must find a vigorous remedy for the pervasive coma of status-African Union. Certainly, the citizens of Africa should not be subject to a novelty of format in which it constituted a ‘Vertical Neo-Colonialism of Fabrics’ and which is going to be enforced by AU. Truly, the Horn of Africa citizens, Eritrea and Ethiopia and Somalia, are aspired and strived to live in a peaceful and prosperity environs but not subjected to the hoodlum of Woyena’s regime in which it has manifested itself into merely fragmentary thugs with elegant-suits in the Horn of Africa.

Norway seeks to establish migrant return agreement with Eritrea

Norway is in contact with Eritrean authorities to discuss a return agreement for Eritrean migrants, according to media reports.

Secretary Himanshu Gulati (FRP) in the Ministry of Justice and Public Security  has recently returned from a trip to Eritrea, where he held meetings with government officials.

"I have had several meetings with the Government of Eritrea on the return issue. The Eritreans are currently the largest group of asylum seekers to Norway and we have over 500 exit mandatory Eritreans in Norwegian asylum centers. It is important to have good mechanisms to return these (migrants)", said Gulati.

He added no agreement with Eritrea is ready yet, but talks will continue.

"I was welcomed, experienced a positive attitude and had constructive talks. We will continue with new talks in the near future", said Gulati.

መዓልቲ ሰማእታት ኤርትራ ፡ ንሃገራዊ ናጽነትን ሓርነትን ኤርትራ ክብሉ ንዝተሰውኡን ፡ ንዝተረኽበ ሃገራዊ ናጽነት ከይድፈር ሂወቶም ንዝኸፈሉን ጀጋኑ ፡ ንዝገደፉልና ሃገራዊ ሕድርን ሓላፍነትን ብዘይ ዝኾነ ይኹን ቅድመ ኩነት ፡ ከነኽብሮን ክንሕልዎን ምዃና መብጻዓና ነሐድሰሉ፡ ንኽብርን ዝኽርን ሰማእታት ኤርትራ ተባሂሉ ብደረጃ ሃገር ዝኽበር መዓልቲ እዩ ።

ኣብ መዓልቲ ሰማእታት ኤርትራ ፡ ንመግዛእታዊ ሓይልታትን ተሓባበርቶምን ካብ ሃገርና ንምጽራግን ፡ ገዛእቲ ንዕላማኦም ከዕውቱ ክብሉ ዝተኸልዎም መንግስታዊ ትካላትን ከስርጽዎ ዝፈተኑ ባህልታትን ንምፍራሶምን ንምድምሳሶምን ዝተኸየዱ ጻዕርታትን ዝሓተትዎ ዋጋን ክንዝትየሎም ኣገደስቲ ይኾኑ ። ቃልሲ ንዝኣረጉን ንዘይኣገልግሉን ምፍራስ ጥራይ ስለዘይኮነ ፡ ንዝፈረሱ ብሓደስቲ ንምህናጾምን ፡ ብንህዝቢ ዘገልግሉ ፡ ህዝባዊ መንግስታዊ ትካላትን ኣብ ማዕርነት ደቂ ሰባት ሰረት ዘለዎም ባህልታትን ዝምድናታትን ንምትክኦም ግድን ስለዝኾኑ ፡ ኣብ ዝተሰርሑ ጉዳያት ተገንዝቦታትን ተዘክሮታትን ምግባር እውን ዘይተርፍ ይኾውን ። ዋጋ እናተኸፍሎም ስልዝተሰግሩ ።

ኣብ መዓልቲ ሰማእታት ኤርትራ ፡ ከም ፍሉይን ኩቡርን መዓልቲ ፡ ንኹሎም ዝተፈላለዩ ዝዓይነቶም ዘጋጥሙ ንዝነበሩ ጸገማትን ተጻብኦታትን ንምጥሓሶምን ንምፍሻሎምን ዝተኸፍለ መስዋእትን ዝፈጠረዎም ሳዓቤናትን ኣብ ጸብጻብ የእቲና ክንዝቲ እውን ግድን እዩ ። ምኽንያቱ ክእለዩን ክሕብሐቡን ዝግበኦም ስድራ ጀጋኑ ፡ ብሕድሪ ዝተገድፉ ኣካላት ስለዘለውና'። ሃገራዊ ሓርነታዊ ብረታዊ ቃልሲ ህዝቢ ኤርትራ ኣብ መደምደምታ መድረኹ ዝተመረጾ ፡ ንሰራዊት ጸላኢ ብብረቱን ኣብ መሬቱን ኣቲኻ ፡ ግፍዕታት ንምክያድ ዝደኮኖም መበገሲ ዝጥቀመሎም ዝነበሩ ትካላቱ ንምድምሳሶምን ንሓዋሩ ካብ ሱሮም ንምምሓዎምን ዝተወስደ ስትራተጅን ትግባሬኡን ፍሉይነት ከምዘለዎ ዓለም ዝምስክሮ ጉዳይ እዩ ። ቅንዕናን ቆራጽነትን ዘለዎ ሓይሊ ዓጋቲ ከምዘይብሉ ከኣ ሓደ ኣብነት እዩ ። ኣብዚ ጊዜ'ዚ እውን  እንተኾነ ብምኽንያት መዓልቲ ሰማእታት ኤርትራ ኣጋጣሚ ብምግባር ፡ ሃገራዊ ወንን ሓላፍነትን ኣብ ህይወት ኤርትራዊ ዓብዪ ቦታ ክሕዝ ከምዘለዎ ንምግባሩ ሓላፍነት ኣሎና ። ሸለልትነት ብምውጋድ ፡ ነብሰ ተሓድሶን ተበግሶን ንገብረሉን ፡ ብቃልስን ብመስዋእትን ዝተሃንጸ ፡ ታሪኽን መንነትን ህዝቢ ኤርትራ፡ ንዘለኣለም ናይ ምኽባርን ናይ ምሕላውን ኣምንቶ ክሕይል ይግባእ ። ኤርትራ ከምታ ክትኮነላ ንደልያ ክንሃንጻ ግዴታን ሓልፍነትን ኣሎና ። ብፍሉይ ኣተኩሮ ፡ ብተወፋይነት ንሃገርናን ንህዝብናን ከነገልግልን ፡ ሑሉፍ ታሪኽ ቃልሲ ህዝብና ከም ተሞኩሮ ወሲድና ፡ ብዛዕባ መጻኢ ክንሰርሕ ኣድላዪ ይኸውን ።

መዓልቲ ሰማእታት ኤርትራ ፡ ነቲ ሓድነት ህዝቢ ኤርትራ ዘትረረን ፡ መሬት ኤርትራ ደይሱ ዋንነት ናይ ኩሉ ኤርትራዊ ዝገበረ መስዋእቲ፡ መሬት ፡ ባሕርን ክሊ ኣየራን ኤርትራ ከምታ ንፈልጣ ንዝለኣለም ተኸቢራ ንኽትነብርን ፡ ምዕብልትን ብቐጻሊ ትግስግስን ሃገር ክንገብራን ፡ እንታይ ክንገብር ኣሎና ብምባል ነብስና ንሓተሉን ንዅነታት ሃገርናን ዓለምን ንመዝነሉን መዓልቲ እውን እዩ ።

መዓልቲ ሰማእታት ኤርትራ ፡ ነቲ ቀንዲ ንተንኮላት ጸላእቲ ዘፍሸለ፡ ከም ባህሊ ሓርበኛታት ኤርትራ ንቆጽሮ መትከል ህዝባዊ ሓድነትን ህዝባዊ ቃልስን፡ ብዝበለጸ ንምምዕባሉ ግዴታን ሓላፍነትን ከምዘሎና ተረዲኢና ከም ኣድላይነቶም ፍሉይ ተበጉሶታትን ገምጋማታትን ንገብረሎምን ዓቕምታትና ብዘፍቅዶ ንሃገርን ህዝብን ኣበርክቶ ክንገብር ብፍሉይ ሓላፍነት ንሰርሓሉ ..... መዓልቲ እውን እዩ ።

ኮይኑ ፡ ኤርትራ ናጻ ንምጻኣን ንምህናጻን ዝተሓልፉን ዘለዉን ጸገማትን ተጻብኦታትን ውሑዳት ኣይኮኑን ። ህዝቢ ኤርትራ ኣብ ዝሓለፉ ብዙሓት ዓመታት ግዳማዊ ወራራት ስለዘይተፈልዮ ብናይ ገዛእ ርእሱ ውሽጣዊ ምዕብልናታቱ መሰረት ገይሩ ብሰላም ንቕድሚት ክስጉምን ሃገሩ ከማዕብልን ዕድል ኣይረኸበን ። ህዝብና ምብዳሉን ኣብ መጻወድያ ኣዝዮም ሓያላት ሓይልታት ተጸሚዱ ምጽንሑን ኩልና ኤርትራውያን ንሕዝነሉ ጉዳይ እዩ ። እቲ መስረታዊ ግርጭት ኣብ መንጎ ዕምሪ ወረርቲ ከሕጽሩ ዝቃለሱ ሓርበኛታት ኤርትራውያን (ህዝቢ ኤርትራን) ብሓደ ወገን ፡ መግዛእታዊ ሓይልን ተሓባበርቱን ከኣ ንመግዛእታዊ ህይወቶም ከናውሑን ከስፋሕፍሑን ዝሰርሑ ደመኛታት ከእ በቲ ካልእ ሸነኽ ብምዃን ፡ እቲ ጎንጽታት ንብዙሕ ዓመታት ቀጺሉ ። ነቲ ህይወት ሕብረተሰብና እውን ዓብሊልዎ ጸኒሑ ። ኩሉ ዓቅምታት ኣንጻር ወረርቲ ሓይልታት ዘቅነዐ ክኸውን ግድን ኮይኑ ። ኵናት ንዓሰርተታት ዓመታት ስለዝቐጸለ ሕበረተ ሰብና ከማዕብሉን ሃገርና ክሃንጹን ዝኽእሉ ኣሻሓት ጀጋኑ ኤርትራውያን ፡ ንሃገራዊ ናጽነትን ሓርነትን ክብሉ ዘድሊ መስዋእቲ ብምኽፋል ንሕብረተ ሰቦምን ንሃገሮምን ዘለዎም ፍሉይ ፍቅርን ሓልዮትን ገለጹ ።

ኣብ ኤርትራ ዝተኻየደ ቃልስን ዝተኸፍለ ዋጋን መዚና ፡ ሃገራዊ ናጽነት ኤርትራ ብቐሊሉ ኣይተረኸበን ። ድሕሪ ሃገራዊ ናጽነትውን እንተኾነ ፡ ህዝብና ነዘጋጥሙ ተጻብኦታት ንምምካትን ሉኡላውነት ሃገር ንምሕላውን ተገዲዱ ካብ መስዋእቲ ምኽፋልን ንተጻብኦታት ካብ ምምካትን ዓዲ ኣይዋዓለን ።  ኮይኑ ግን ከም ውጺኢት ፈረ ቃልሱ ፡ ኤርትራ ብምልእታ ናጻን ንብረት ናይ ኩሉ ኤርትራውን ኮይና ኣላ ። ብንቕሓትን ብብቕዓትን ምሉእ ሂወቶም ንኤርትራ ከገልግሉ ዝኽእሉን ድልውነት ዘለዎምን ፡ ብመትከል ቑጠባዊ ነብሰ-ካኣልነትን ፖሎቲካዊ ናጽነትን ዝልለዩ ዜጋታት እውን ኣጥርያ እያ ።

ኣብዚ ጊዜ እዚ ኣብ ኤርትራ ናይ ፍሉይ ኣካል ተባሂሉ ዝውነን ፍሉይ መሬት የለን ። ኤርትራ ፡ ኤርትራ ክትከውን ዝገብራ መስዋእትን ፡ ንክንህሉ ዝገበረና ቃልስን ፡ ናይ ኩሉ ኤርትራዊ ተሳትፎን ድሌትን ዝነበሮን ዘለዎን ቃልሲ እዩ ነይሩ ፡ ሕጂውን ዘሎን ። ኤርትራዊ ዘይተቃለሰሉ፡ መስዋእቲ ዘይከፈለሉን ዘይተቀብረሉን መሬት ኤርትራ የለን ። እዚ ከኣ ነቶም ብሃገራዊ መንፈስን ሓልዮትን መስረት ገይሮም ብሃገራዊ ጉዳያት ሕቶታት ከልዕሉ ንዝደልዩ ኣፍደገ ክኸፍት ኮሎ ፡ ነቶም ብተንኮላት ጸላእቲ "ብብሄር ፡ ብናይ መታሕት እባ ብናይ ትግራይ ትግርኚ"ኮነ ፡ ብኻልእ ጸበብቲ ሃገራዊ መልክዕ ዘይብሎም ፡ ብጸላእቲ ዝሳወሩን ዝቃመሙን ሕቶታት ፡ ዓጽይዎምን ህይወት ከምዘይህልዎም ገይርዎምን እዩ ።  ታሪኽ ቃልሲ ህዝቢ ኤርትራን ሰማእታትቱን ፡ ብጀካ ኣብ ቃልሲ እጃሙ ዘይገበረን ቆሎ ጅብኡ ጥራይ ዝጥምትን ኣካል እንተዘይኮይኑ ፡ ክፍንቅሎ ዝደሊ ፡ ኣካል ህዝቢ ዝኾነ ንጹህ ዜጋ የለን ። በዚ መሰረት ጸቢብ ኣረኣእያ ተጣሒሱን ዝምድናን ርኽክብን ህዝቢ ኤርትራ ማዕቢሉ እዩ ።  ብቃልስን ብመስዋእትን ኩሉ መሬት ኤርትራ ፡ ዜጋታት ብናጻ ድሌቶም ክነብረሉ ዝኽእሉ ፡ ድዩስን ናይ ሓባር ዋነነትን ኮይኑ ኣሎ። ስለዚ መስዋእቲ ሓርበኛታት ኤርትራውያን ሰፉሕ ሃገራዊ ኣተሓሳስባ ፡ ሃገራዊ ንብረትን ዋንነትን ፡ ናይ ኩሎም ኤርትራውያን ማዕረ ናጽነትን ዝፈጠረ ስለዝኾነ ፡ ኣብ መዓልቲ ሰማእታት ኤርትራ ዘለዎ ረዚን ቦታ ከይጠቀስናዮ ክንሓልፎ ኣይግባእን ።

ቃልስን መስዋእትን ሓርበኛታት ኤርትራ ፡ ነቶም ጸላእትና ቀዳዳት ክረኽቡ ዝገብርዎ ዝነበሩ ፈተነታት ዘፍሸለ ፡ ታሪኽ ሓድነትን ጽንዓትን ባህሊ ዝሓዘ እውን እዩ። ሓድነት ህዝቢ ኤርትራ ኣብ ጉዕዞ ቃልሲ መመሊሱ እናሓየለ ዝመጸ ኮይኑ ፡ ንብዙሓት ተንኮላት ጸላእቲ ዘፍሸለን ፡ ብቡዙሕ ፈተነታት ዝሓለፈን ፡ ዓብዪ ሃገራዊ ሓይልን መሳርሕን ኮይኑ ኣገልጊሉ እዩ ። ሓድሽ ወለዶ ክማሃሮን መርምር ከካይደሉን ዝኽእል መወዳደርቲ ዘይብሉ ፡ ብሓባር ናይ ምስራሕን መስዋእቲ ናይ ምኽፋልን ጠባያት ዝሓዘ ፡ ኤርትራዊ ታሪኽን ባህልን ተጠርዩን ኣዝዩ ማዕቢሉን እዩ ። ብናይ ሓባር ቃልስን መስዋእትን ዝውነን ታሪኽን ክብሪ ሃገርን ስለዘሎና ብጉቡእ ክንጥቀመሉ ተኺኢልና ፡ ናይ ዘለኣለም ውሕስነት ክህብ ዝኽእል ህዝባዊ ተሳትፎ ዘለዎ ታሪኽ ሒዝና ኣሎና ። ብዙሓት ዋናታት ዝከላኸልሉን ዝሕልውዎን ክህልዉ እውን ግድን እዩ ።

Rare Sandstorm Blankets Asmara

From the 6th to 12th of June, an unusual sandstorm from the Sahara desert blanketed the capital, Asmara, state media reported

The storm led to traffic tie-ups, reduced visibility significantly, and forced many residents to breath through napkins.

The six-day storm also reportedly left a thick layer of dust on cars, streets, sidewalks and just about everything else.

Sandstorms are unusual for Asmara. According to ERI-TV, a similar storm, which lasted 20 days, had hit the capital in 1985.

I found the perfect tourism destination for Russians – a country called Eritrea – let me explain why and start with an observation made by a travel columnist.

Gunnar Garfors, a Norwegian travel columnist said about Eritrea that it is a tourist destination virtually unheard of.

For us Russians holiday at sea is a ritual, which must occur at least once a year. Only after that the Russians may feel fully rested and ready for a new working year.

Holidays at sea includes the sun, the beach and of course the sea itself. None of the resorts in the central and northern part of Russia can be compared with the effect of beach holidays in the southern hemisphere. However holidays must pass quality, safe and be relatively inexpensive.

I remember during Soviet times, Russians took their vacations on the Black Sea beaches of the Crimea and the Caucasus. Russians stayed in low cost accommodation like camping, removable rooms, motels, which can be compared with the 2-star hotel in Spain or Turkey.

With the collapse of the Soviet Union and the opening of borders Russian citizens began to visit the resorts in Turkey, Egypt, Greece, Tunisia, etc. This new destinations were much better than the Black Sea resorts and Russians noticeably preferred to look for holidays beyond their borders. Especially as they are much further south, and therefore offered more sun and a warmer sea. Russians would not travel abroad if service is weak and staying uncomfortable and expensive.

But resorts in Bulgaria, Turkey, Greece, Tunisia and Egypt are also imperfect. The summer seasons are to short with only 4 months hence it shortens the time Russians can spend holidays abroad during the year. Even a destination like Hurghada in Egypt is open for tourists only in the winter and at time it can become very cold over there.

However, development is going on at the resort to make it accessible from September through to May, when the Mediterranean resorts are not able to take because of the cold weather.

My case for Eritrea is the need of a new resort development that would have enough warm climate at a time when cold on the Mediterranean beaches and the need for holidays is still available and shifting more towards the autumn and winter period in Europe. Eritrea is a country with a long coastline, warm climate and lies relatively close to Europe. In this case, beach holiday in Eritrea did not compete, but complement the resorts of the Mediterranean.

This is why I am looking for partners or officials in Eritrea, who can help me to bring my Russian investors and decision makers in Eritrea together.

Seattle Remembers its Fallen Heroes and Heroines with National Pride!

Hundreds of members of the Eritrean Community of the Seattle Metro area gathered today, Friday, June 20th, at the Seattle Mahberekom to pay homage and express deep respect in memory of the men and women who got martyred in the long Eritrean war for independence and while defending its national sovereignty, political independence and territorial integrity.

The nationals, who had filled the main hall of Mahberekom to over capacity, had contemplated and weighed in what the death of the thousands of Eritrean Martyrs meant to each and every one of them. Speakers after speakers expressed the heart felt honor they felt by what the selfless Eritrean martyrs did for Eritrea and Eritreans; and the undeniable proud legacy they left behind. They expressed their deep gratitude to the young men and women, who left everything worldly behind and faced pain and suffering, death and limb
dismemberment so that we, the living Eritreans, could be free! To that end, the participants rejuvenated their love and dedication for their fallen heroes/heroines and pledged to do whatever they could to support the family members our Martyrs left behind.

As has been the tradition now, the Eritrean youth of Greater Seattle took the lead in setting and leading the
successful program.

Eritreans in New Orleans and its environs commemorated Martyrs Day


Eritreans gathered to honor Martyrs Day on Friday June 20th at New Orleans City Park. The program began with a moment of silence in memory of all those who sacrificed their lives for Eritrea’s liberty and sovereignty. The program included singing, poetry reading and speeches.

Various national songs and songs from the liberation struggle era alongside poems which demonstrated the transfer of our values as a heritage to the new generation raised the emotion of participants.

During the ceremony program, Dr. Sebahtu read an essay titled “ Sene 20, ትርጉም 20 ሰነ” which described the precious gift our martyr’s imparted to all Eritreans.

The several activities of the event in general made Martyrs Day an even more memorable day.

The day’s activities ended with the singing of the Eritrean National Anthem.

A Canadian citizen, who is fed up with the few politically motivated Eritreans who have been making the 2% development and recovery tax a key issue in Canada, reminded them that each time they complain about this issue, they are lying about their asylum claims, and exposes their hypocrisy in wanting to receive free services from the same government they claimed was abusing them.

Renounce your Eritrean Citizenship, Forget Eritrea, you have chosen to no longer be an Eritrean. It is simple. Except you want something from Eritrea, ie a College transcript, a marriage license, property transfer, and when you are told to pay for this service since you chose to seek asylum, it means you do have to pay.

Think logically, you just said the Government of Eritrea is abusing me and I want to seek asylum, then by all reason, why would you seek anything from the Government of Eritrea?

  1. You are lying about your asylum.
  2. You are lying about your asylum and thought you could get something for free from the government you accused of abusing you.

Life is not fair, and if you think you can get a free pass after throwing your former government under the bus for the sake of being a dishwasher or a cab driver in Canada, think again!

By seeking asylum, in all essence, you have committed treason, whether you think so or not, you betrayed the country you came from. So don't cry foul when you are expected to pay for your betrayal of Eritrea. Any country in the world does this.

Edward Snowden sought asylum in Russia because he disagreed and feared for his life from the US Government. Has Edward asked for his college transcripts or anything else from the US government? No he hasn't! He has released his ties to the US.

So if you are truly an asylum seeker from Eritrea, then let go of your ties.

In addition, why would someone put their wife, parents, children in harms way over a 2% income tax when it's such a low amount of their income? The US has income taxes in the 25% to 35% range..while you are crying about 2% that you only have to pay if you want something from Eritrea. In the US, you have to pay regardless.

Norway to return 500 migrants to Eritrea


Norway plans to return 500 migrants to Eritrea pending a return agreement with the Eritrean Government, according to Dr. Nazareth Amlesom Kifle.

The 500 migrants, which some have been living in the country for up to a decade, will consist of Eritreans who have broken Norwegian laws, Dr Nazareth said.

Due to the large number of Ethiopian migrants who masquerade as Eritreans when entering the EU, Norway is screening the migrants to see if they are from Ethiopia by checking their Tigrinya dialects and background, she added.

Many African migrants, particularly Ethiopians, claim they are Eritreans when entering Western countries due these countries unfairly selecting Eritreans with asylum approvals over others.

This politically motivated policy induces more Eritrean economic migrants to leave their homeland, which in turn, causes more African migrants to pretend to be Eritrean when entering the EU.

International Sanctions: Interests versus Values

In recent days, international sanctions have once again garnered attention. In Canada, Prime Minister Stephen Harper imposed fresh sanctions on Russia, largely in response to “Russia’s illegal occupation of the Crimean peninsula in Ukraine and provocative military activity.”1 These latest sanctions follow those imposed months ago that “came into force in order to respond to the gravity of Russia’s violation of the sovereignty and territorial integrity of the Ukraine.”

Meanwhile, the United States, which itself has a series of sanctions against Russia, announced a set of sanctions against Uganda. Passed in response to the new Ugandan law that harshly penalizes homosexuality, the US sanctions (in conjunction with measures applied by other Western donors) will halt or redirect approximately $118m in aid to the African country.2

While the Canadian and American sanctions were passed ostensibly to protect “sovereignty and territorial integrity,”3 and “reinforce support for human rights…regardless of sexual orientation,”4 they also illustrate blatant double standards, and the hypocrisy of Canadian and American foreign policy.

For example, contradicting its stance toward Russia, Canada annually funnels millions of dollars in aid to Ethiopia5 which, for over a decade, has militarily occupied sovereign, Eritrean territory - violating the international Permanent Court of Arbitration’s “final and binding” ruling of 2002.6 Africa’s largest overall recipient of foreign aid,7 Ethiopia is also the largest recipient of Canadian foreign aid. From the years 2002 until 2012 - or generally aligning with Ethiopia’s ongoing military occupation - Canada provided Ethiopia with a total of CAD$1,495,802,832 in aid.8

Regarding the US, as it singles out Uganda for sanctions, a number of key American partners and aid recipients - such as Nigeria and Saudi Arabia - also harshly criminalize homosexuality. Tough new legislation against homosexuality was recently implemented in Nigeria,10 while in Saudi Arabia homosexuality is punishable by death (via stoning), flogging, and prison time.11

Sanctions are an important - and increasingly regular - feature of international diplomacy. Although the effectiveness of sanctions remains a contentious point of debate, their inconsistent application negates their credibility, arouses valid charges of double standards, and raises suspicions that interests rather than values determine the choice to impose a sanction or not.12

Canadians of Eritrean Origin Face Discrimination

The Eritrean consulate in Toronto was the subject of much controversy last week over claims by the National Post and the CBC about the alleged “extortion” of a 2% rehabilitation tax on expats residing in Canada.

The CECCO deems it necessary to point out some crucial points that often are ignored by the mainstream media.

1. The Tax

The 2% rehabilitation tax of course is not alien to the Eritrean diaspora.  The 2% recovery and rehabilitation tax was enacted in 1994 by Eritrea’s National Assembly, shortly after it gained its independence from neighboring Ethiopia. For Canadians of Eritrean origin who hold dual nationality, the 2% tax serves as a vehicle to participate in the development of a young nation and serves as a prerequisite for receiving certain public services from the Eritrean government. Amongst these services include: the purchase of land, passport renewals, inheritance claims, requesting government documents (marriage certificates, state university transcripts), and acquiring and renewing business licenses.

The media reports demonstrate that the tax wasn’t sought or entreated the way a revenue agency might do to someone who owed taxes, or the way a company solicits customers by advertising its wares.  A cursory examination of recent media reports reveals that an individual was contacting the consulate to inquire about obtaining services in Eritrea - is the consulate not legally allowed to inform the individual of their legal obligations as well as what their potential tax burden might be without violating their undertakings? If that is the case, then the staff at the consulate will have to sit on their hands and refuse to answer any questions regarding what our tax burden might be and how we can pay it.

2. Threats of shutting down the consulate

 If the consulate is shut down, then everybody including the individuals complaining to the media about the unfairness of having to pay taxes to renew passports or order transcripts will be objectively worse off because we will still be required to find a way to pay our 2% to obtain the services we want.

Canadians across the board dislike having to pay taxes and by that nature all forms of taxation could be described as coercive; but for the National Post to call the 2% rehabilitation tax extortion is misleading. Furthermore, the Eritrean Consulate in Toronto cooperated fully with Canadian authorities in all reported cases of threat and intimidation—none of which have resulted in any legal prosecution.

What is referred to as extortion by the national media would be akin to saying that almost 1 million Canadians who are also U.S citizens are extorted when required to file and remit taxes earned on savings income to the IRS. The FACTA rules apply to all dual citizens including Americans citizens who symbolically renounced their country in favor of Canada for political reasons. The analogy is admittedly not perfect because the United States and Eritrea are not politically or economically analogous countries, but the point is nevertheless a valid one. If those accusing the consulate were dual U.S citizens instead of Eritreans, the expectation that they pay taxes in exchange for the ability to transfer property into their names in the country they left for whatever reason would not be decried as extortion. It’s true, the United States may not have U.N sanctions placed on it for its foreign affairs policy the way Eritrea does—but for dual U.S citizens living in Canada who oppose their conflict-prone government and its funding of armed rebel groups in Syria, it is hard to see why the effects on one Canadian resident would not apply to the other. The bottom line for those choosing to retain their civic affiliation to a second country after taking an oath to become a Canadian should not entitle them to service in the former country.

A small part of this controversy stems from a misunderstanding of the complicated laws relevant to the application of the 2% rehabilitation tax. Unlike Canada, Eritrea taxes its subjects based on citizenship and not residence—for that reason it is closer in nature to the U.S tax model stated above. The Income Tax Act of Canada is different because it defines the tax subject by where they reside and not by their citizenship. Therefore, the income generated by a Canadian who no longer resides in Canada for a definite period of time will generally not be taxable. Saying this to the Canadian media today will usually result in being publically labeled as a mouthpiece or loyalist to the Eritrean government.

3. The effect of the U.N sanctions on the 2% tax 

The most common argument given for to ban the 2% rehabilitation tax is the existence of U.N sanctions on Eritrea for the alleged “support of armed rebel groups in Somalia”. Not surprisingly these sanctions have no legal impact on our rights as dual citizens to remit taxes to Eritrea. In fact, the website of the Department of Foreign Affairs and International Trade indicates that “the UN Security Council adopted Resolution 2023 (2011), calling upon Eritrea to “cease using threats of violence, fraud and other illicit means to collect taxes outside of Eritrea” and deciding that Member States should take measures to hold accountable the individuals perpetrating these acts.” It goes on further to say “the Criminal Code creates offences for uttering threats, fraud and other related conduct; any victims or witnesses of possible offences should report them to their local police.” We also call upon anyone who claims to have been threatened, harassed or has been a victim of fraud by the Eritrean consulate to report the matter to the RCMP. As it is clearly outlined above, the sanctions warn against threats and other illicit means of collecting the tax and not the tax itself.

The U.N Security Council voted in favor of introducing sanctions against Eritrea in 2009 - which the parliament of Canada adopted in the form of federal regulation SOR/2010-84. Further and subsequent U.N. sanctions that specifically target “Diaspora taxes” were introduced in 2011 but the Canadian Parliament has not implement them into law, which is a necessary prerequisite for its enforceability in Canada. Under international law, Canada is known to have what is called a dualist legal system. This means that international resolutions like the 2011 U.N sanctions must be introduced into Canadian law separately by Parliament in order to become an integral part of our domestic law. If you are a citizen of Eritrea or U.S citizen, your worldwide income is subject to tax unless you qualify for exemptions.

Furthermore, the preponderance of evidence for deciding what is a fact in the U.N report cited by some news papers such as the National Post are embarrassingly low and are not a proper alternative to the probative and evidentiary value in a serious investigation about extortion in Canada. While determining the validity of these reports go well beyond the scope of this opinion piece, it is well worth noting that the overreliance on these reports by the national media is viewed with some suspicion by many community members. As Eritreans, we are all brought with misgivings about the U.N. A cursory examination of Eritrean history reveals that Ethiopia adopted Eritrea as a federated unit in 1952 with the open support of the United Nations. Before long the Ethiopians had banned Eritrean political parties, freedom of the press was disallowed, teaching in indigenous languages was forbidden and eventually the Ethiopian government dissolved the federation and annexed Eritrea, declaring it a province of Ethiopia. The U.N is increasingly attempting to define and study our community, including on issues related to our relationship to our ancestral homeland. Yet these U.N commissioned reports have a closed-door decision-making process that is not in the public interest. Consider the U.N special rapporteur that considered submission and evidence from refugees inside Ethiopia and Djibouti but awarded no opportunities for anyone to present evidence for 300 other Eritrean communities around the world. The absence of such evidence is what prevents us from giving them more significance, but on which the National Post and the CBC rely on to justify its representation of Eritrea.

4. Charter Rights

If the federal government were to deny Canadians of Eritrean origin the right to remit taxes while allowing U.S citizens to do so, it would be discriminatory and not withstand Charter scrutiny in a Canadian court. A total ban by the Canadian government on our ability to remit taxes to Eritrea based on our citizenship and national origin would be differential and adverse treatment and the kind of legislation that would contravene the equality protection afforded to our community under Section 15 of the Charter.

Governments are allowed to tax their citizens living abroad as subtly admitted by the CBC and the National Post—but International law equally restricts the extraterritorial reach of the Eritrean government in regards to the collection of taxes out of respect for the overlapping sovereignty of the Canadian government. This conclusion was supported recently by a Swedish parliamentary Committee on Justice that recognized the legal right of Swedish residents of Eritrean descent to remit taxes to Eritrea in order to access services in their native country. Notwithstanding, the National Post and the CBC have not stopped privileging the allegations of extortion. Furthermore, Mr. Bell of the National Post and Rick MacInnes Rae of the CB—and we say this with respect—continue to write about the 2% tax like the journalists in a conspiracy thriller pulling on some thread which will eventually unravel a vast and sinister cash-grabbing conspiracy.

5. Proposed Solutions

Perhaps the question the media should be asking—unless they still dispute the legality of the 2% tax under Canadian and International law—is how do we reconcile the competing rights we have as Canadians for remitting taxes to Eritrea while also respecting Canada’s discretionary right to prohibit the tax collection in Toronto because it would be inconsistent with Vienna convention?

There are several options for reconciling these competing elements. The first is using the consulate as a point of inquiry about the tax—while the consulate cannot collect they should be allowed to inform their citizens about the tax laws in Eritrea and even help them calculate what their potential burden would be. The key element here is that this advice should be unsolicited. As in the people interviewed by the National Post and the CBC, individuals should come to the office with questions and should not be actively solicited the way a national revenue agency might do.  Secondly, we recommend the Eritrean government set up an Electronic Federal Tax Payment System, similar to the American one, that would be available to you if you had an Eritrean bank account. Furthermore, the tax installments should be paid by check or money order payable to the Eritrean government and should not be sent in cash. All of this should be done in collaboration with the Canadian government to ensure the latter’s sovereignty is respected and that we as Canadians of Eritrean origin who wish to do so can continue to maintain a connection to our ancestral land in one way or another.

As community members, we have been very reluctant to speak out in the past because our perspectives on the truth are too often overshadowed in the mainstream media by the claims of politically motivated Eritrean ex-pats. The end game in demanding that Ottawa nix the tax we pay is simply to weaken the government of Asmara. In their extreme form of consequentialism the ends always justify the means and that includes a violation of our Charter protected rights in Canada. Luckily for us, the more moderate individuals in our communities still form the majority of our membership in Canada; these individuals may be pro-government, anti-government, refugees or economic migrants, first generation or second generation Canadians. Whatever their status may be or their views are on African politics, they all have something in common—a shared determination to see their ancestral homeland grow and prosper in peace.

1081 students graduate from the Eritrean Institute of Technology

The Eritrea Institute of Technology (EIT) held its 7th Commencement today with the graduation of 1081 students in diploma, Bachelors of Science; and 24 Masters of Science.

The first degree programmes span Education, Engineering and Technology, and the pure sciences. 292 of the 563  Bachelors of Science graduates are in engineering.

6100 diploma and first degree science students were enrolled at EIT this year, while 9,618 science students have graduated in past seven years.

EIT has undergone a paradigm shift this year with greater focus from teaching to research according to Professor T/Micael, the V/P of EIT.

The Institute has cultivated vast network of ties with relevant stakeholders to ensure better alignment of research with development agenda.

The UN Human Rights Council in Geneva adopted yesterday another unwarranted resolution against Eritrea.

Washington was the prime architect of the resolution though Somalia was handpicked to act as original sponsor to give it an "African flavour"

Somalia does not have diplomatic ties or presence of any kind in Eritrea. Its sponsorship only accentuates the absurdity of the exercise.

Russia, China, Pakistan and Venezuela opposed the "ineffective and country specific resolution passed without consent of the country concerned".

All the four countries expressed opposition to "external mandate of inquiry" and "duplicity of procedures to supplant the UPR procedure".

Leaked Ethiopian Memo Snarks on UNSC Members’ Positions on Eritrea Sanctions

UNITED NATIONS, June 27 — The buzz from the Horn of Africa is an Ethiopian Minister of Foreign affairs memo about Eritrea, sanctions and the UN Security Council. As obtained by this reporter, the memo by Ethiopian Minister Berhane Gebrekiristos brags that “the P3 countries have been supportive of sanctions against Eritrea… The former US Permanent Representative to the UN, Ambassador Susan Rice, was instrumental in adopting the sanctions. The current US Permanent Representative, Ambassador Samantha Power, may not be as strong on Eritrea. But since Ambassador Susan Rice is serving as the National Security Adviser of President Obama, she will ensure the continuation of the US’s policy of sanctions Eritrea.”

The memo goes on, “France has supported the imposition of sanctions against Eritrea, primarily due to the conflict with Djibouti.” It says “meetings with the UK Permanent Representatives have confirmed that the UK will not change its position.”

Non-permanent members are also reviewed: “the Eritrean president has participated in the independence day of Chad in 2011 but we don’t believe Chad will be supportive of Eritrea’s efforts to lift the sanctions.”

Then, “Lithuania has a good relationship with the US and as a member of the EU it tends to implement the common position of the Union… While Argentina and Luxembourg have no meaningful participation or contribution in the UNSC” — ouch! — “Australia and South Korea tend to take positions similar to that of the US. Jordan has assigned non-resident Ambassador to Eritrea… During its previous membership of the UNSC, Chile had expressed that in accordance to international law Eritrea has a better legal case.”

One problem, the memo says, is the last report of the Somalia Eritrea Monitoring Group: “Italy, Norway, Kenya and Somalia who were mentioned in the report also criticized the Group. The Group’s reports exposed the rampant corruption in the Somali Government.”

As this reporter first uploaded to this site, Somalia asked that the chair of the SEMG be fired; Kenya declared one of the Group’s members persona non-grata.

So, the Ethiopian memo counsels, Ethiopian diplomats should “facilitate the resolution of the misunderstanding the group has with Kenya and Somalia.” Good luck.

International politics at the United Nations is a dirty rotten game played by the big powers that has been blatantly discriminatory to Eritrea over the last 65 years. These annual fabricated and bogus accusations against Eritrea at the kangaroo court known as the United Nations are meant to deny the right of Eritrea to exist as a sovereign state.

These oft-repeated myths and fabrications of Weyane and its sponsors have become an annual ritual at the United Nations. If it is July, then it must be time to accuse Eritrea of something. Anything! Even if it has nothing to do with reality. Just pass some kind of resolution that pleases Ethiopia and punishes Eritrea.

The level of ignorance and double standard at the United Nations  when it comes to Eritrea is sickening.  Try telling them that Ethiopia is occupying sovereign Eritrean territory illegally in defiance of international law and refusing to allow demarcation as per the International Court of Justice’s decisions and instructions.  It will fall on deaf ears. How’s that for justice? These big powers at the UN can see no right on the side of Eritrea and no wrong on the side of Weyane. Eritrea throughout its history has been subject to a unique double standard of judgment and criticisms for its actions in defending its very existence. If Eritrea were judged by the same standard as every other African country, it would be at or near the top of the list in every test of human rights, morality and justice.  But this double standard applied to Eritrea continues at the UN.

The United Nations for instance has never condemned Ethiopia for its continued illegal occupation of sovereign Eritrean territory.  If the United Nations were not a kangaroo court and Eritrea was allowed due process in defending itself, these accusations would be thrown out for lacking merit.  If the United Nations is truly interested in human rights on the African continent, a good place to start is with the investigation of the Ethiopian Army’s genocidal actions in Ogaden.

On Friday June 20, Eritreans residents of the Metro DC area gathered to observe Eritrean Martyr’s Day at Sylvan Auditorium in Washington DC. The auditorium is located under the historic landmark Washington Monument. The seating is a huge expanse of the Washington Monument grounds nestled in the midst of Washington’s historic landmarks that embrace World War II and Jefferson Memorial grounds that make for a beautiful backdrop for the solemn occasion.

It was mesmerizing to watch the size and the manner in which the attendees conducted the commemoration. It was serene, historic and educational as the poets streamed to explain Eritrea’s history and the significance of June 20 to Eritrea. Noting that Eritrea celebrated Independence Day just weeks before Martyr’s Day, they asked the question what comes first, what should come first.  

The organization, the continuous talent that flooded to express gratitude for the Martyrs and the language used was expression to the living legacy of Eritrea’s heroes. It was evidence that Eritrea will keep the legacy alive by nurturing, in deed, by supporting their families and hoisting the flag that flies in their honor. It was a show of unwavering commitment to see children honoring the fallen.

The long meandering lines of Eritreans that stretched for miles as they held candles walking in the midst of  the beautiful Washington night was a moment that is seared in memories of  all the participants. It was glorious and fitting tribute.

As we walked in line, a young lady dressed the Eritrean flag had the picture of the famous Eritrean Martyr with a gun-smiling with letters in Tigrigna that read ‘Huluw Ikha,” meaning You Are Alive. That captured the imagination and tried to capture it in this poem. Hopefully I it.

Ethiopia Attacks Sudan Killing Ten Sudanese Troops

Tension is brewing along the Sudan-Ethiopia border after ten Sudanese soldiers were killed in a skirmish with a militia group there on Saturday, the army and witnesses said. Sudanese farmers in Gedaref State told the {African Press Agency }on Sunday that another 13 soldiers were injured in the attack believed to have been carried out by an Ethiopian militia.

Other reports spoke of Sudan’s Paramilitary Popular Defense (PDF) amassing troops near the border with Ethiopia in the wake of the incident, the second in one month.

Sudan and Ethiopia agreed to deploy joint patrols along their common border to prevent the movement of rebels, smugglers and human traffickers.

The Sudanese army confirmed the incident but denied the suspected involvement of Ethiopian regular forces.

Army spokesman Colonel Alswarmy Khalid Saad told APA that the soldiers were killed in clashes with an unidentified Ethiopian group, describing the incident as isolated.

He said clashes between the Sudanese troops and the militias took place on the farmlands in Basonda near the border on Saturday morning.

The gunmen were attempting to control agricultural projects in Basonda, which are owned by the Popular Defence Forces Saad claimed.

According to Saad, the Ethiopian authorities have been notified of the incident.

Saleh, Minister of Foreign Affairs, participated at the 23rd submit of the African Union (AU) held in Malabo, Equatorial Guinea, from 20-27 June 2014 under the theme “Year of Agriculture and Food Security”.

The summit has been held in three levels. The 28th Session of the Permanent Representatives Committee has been convened from 20-22 June at the level of Ambassadors, followed by the 25th Session of the executive Council held from 23-25 June at the level of Foreign Affairs Ministers, while the 23rd Session of the Assembly of Heads of State and Government took place on 26th and 27th June.

In a statement he delivered to the Assembly of the Heads of State and Government on 26th June, Minister Osman underscored that the achievement of food security is of paramount importance to the security, dignity and development of Africa.

He further stated that the Government of Eritrea has put the achievement of food security at the top of its development agenda and has made huge investment towards that end. Further more, the Minister indicated that Eritrea’s ultimate objective is not only to produce enough to feed its population but also to make agriculture the basis for industrialization through value-addition.

The Minister went on to list the activities undertaken by the people and Government of Eritrea to prepare the ground-work for the modernization of the agricultural sector, including human resources development, infrastructure, and soil and water conservation.

Minister Osman also emphasized that ‘Agriculture and Food Security’ is not a theme that could be shelved at the end of the year, but a mission that the people and Governments of Africa need to dedicate their efforts and resources to until its fulfillment.

Furthermore, on 25 June, the Delegation attended the meeting of the AU Peace and Security Council (PSC) held at the level of Heads of State and Government to commemorate the 10th Anniversary of the establishment of the PSC.

Why is Ethiopia the second poorest country on the planet?

Recently, a well-known correspondent for one of the major American media outlets stationed in Ethiopia sent me an email grousing about my article urging boycott of Coca Cola in Ethiopia. He wrote, “I’m sorry to be blunt, but I don’t understand the thrust of this article [on boycotting Coca Cola]. You seem intent on misleading at least some of your ‘millions’ of readers that Ethiopian politics is simply evil regime vs angelic (and united) opponents.”

My response to the befuddled foreign correspondent was terse, swift and unapologetic. “It is. Deal with it! I am not sorry to be blunt. It is your right to mindlessly parrot the regime’s line!!!” When one’s journalistic accreditation and privileged existence in Ethiopia depends on one’s choice of words and reportorial insipidity, timidity masquerading as integrity and neutrality becomes a journalistic virtue.

I suspect this commentary on the question of poverty in Ethiopia will befuddle the ruling regime in Ethiopia, its cronies, supporters and domestic and foreign apologists. They will all say, “Here he goes again rootin’ and tootin’ for  ‘angelic (and united) opponents’ and ‘demonizing’ an ‘evil regime.’” I never give the regime a “fair shake” and will never recognize “anything good they have ever done.” They will all bellyache about how I will go out of my way to discredit the galloping “economic growth the country has registered over the past decade.” They will whine about how I never miss the opportunity to paint the regime a darker shade of evil every Monday.

The fact of the matter is that I let the chips fall where they may. I pride myself in being blunt and not hiding behind a façade of moral relativism and self-serving, convenient and faux journalistic probity.  I do not believe in “angelicizing” demons nor demonizing “angels”. I tell it like I see it. I am a straight talker of truth to abusers of power; and those who can’t handle straight talk can walk.

I am also an unrepentant partisan.  I am 100 percent partial to the cause of human rights, the principle of rule of law and the practice of due process. I offer a personal point of view on a variety of issues. I analyze things happening in Ethiopia first through the lens of a constitutional lawyer and second as a political scientist. I moralize and pontificate from time to time because I am outraged by the evil that men and women do.  I believe poverty is the root of all evil. I believe the late Meles Zenawi left a dismal and bleak legacy of moral, physical and metaphysical evil in Ethiopia that will last for a generation. Shakespeare understood evil, and through Antony in Julius Caesar spoke: “The evil that men do lives after them; The good is oft interred with their bones. So let it be with Caesar.” I hasten to add, “The only thing necessary for the triumph of evil is for good men (and women) to do nothing” and to say nothing. Thus, I must speak out against poverty – the poverty spawned by poverty profiteers and poverty pimps -- as the root of all evil in Ethiopia.

The evil that survives evil men keeps Ethiopia as the second poorest country in the world  

Last week, the Oxford Poverty and Human Development Initiative (OPHDI) Multidimensional Poverty Index (formerly annual U.N.D.P. Human Poverty Index) reported for the fourth successive year that Ethiopia is ranked as the second poorest country on the planet. Over the years, numerous other international organizations have ranked Ethiopia among the bottom five worst countries in the world not only on poverty bust also on human righst and other measures.  In 2010, OPHDI reported that the percentage of the Ethiopian population in “severe poverty” (living on less than USD$1 a day) was 72.3%.  The OPHDI 2014 poverty statistics are even more shocking.  In rural Ethiopia, 82 % of the population struggles “in severe poverty” compared to 18% in the urban areas.  The highest incidences of “severe poverty” in Ethiopia in 2014 are found in the following regions: Somali (93% ), Oromiya (91.2%), Afar (90.9%),  Amhara (90.1%) and Tigray (85.4%). By OPHDI measures, poverty is not simply lack of money. It is  quintessentially about bad health, bad education, bad nutrition, bad child mortality, bad water supply, bad electricity supply, bad housing and bad sanitation. Ethiopia is in very bad shape; and that is how she got to be ranked the second poorest country on the planet!

The regime in Ethiopia tirelessly vociferates to project itself as a band of enlightened  “renaissance” leaders on a mission of transforming Ethiopia into a utopia. In September 2012, the ceremonial “prime minister” of Ethiopia, Hailemariam Desalegn, in his funeral oration proclaimed:  “Our great leader Meles Zenawi has been the chief architect of our country’s renaissance, which has been assured by double-digit growth over the last eight years.” A few weeks ago,  Hailemariam proudly told  The Africa Report: “Everyone is now talking about the Ethiopian renaissance”. (No kidding!?)

Last September, Tedros Adhanom, the malaria-researcher-turned-instant-foreign-minister and the man being groomed to become  “prime minister” in 2015 after Hailemariam is unceremoniously shooed out the door, went to the Golden Citizen Festival in New York City and crowed about “the success of Ethiopia and Africa”. He said, “Ethiopia has done lots of strides in economic, social and political fronts… In economic growth, it has registered more than 10% for the last ten years… Ethiopia is on the rise…”

If Ethiopia is in a “renaissance and on the rise”, how is that she is the second poorest country on the planet? Why is it that Ethiopia has been unable to rejuvenate herself in her “renaissance” and rise up on the global poverty scale? Why is 82 % of rural population in Ethiopia “in severe poverty” in 2014? Why is it that nearly 60% of Ethiopia’s 90 plus million population struggling with an income below US$1.25 per day?  Why is it that over 60% of the Ethiopian population chronically or at least periodically food insecure?

The fact of the matter is that poverty, disease, illiteracy, corruption and human rights violations are the only things that are on the rise in Ethiopia. If there is a “renaissance” going on in Ethiopia, it is a renaissance of corruption, human rights deprivation and violation. Ethiopia has made backslides, not “strides in economic, social and political fronts.” But in the regime’s echo chamber of  “revolutionary democracy” and “developmental state”, (better known as Denial-istan), everything is hunky-dory. Anyone who says otherwise is wrong, misguided or ill-intentioned.

The Pollyannaish regime leaders in Ethiopia are very much like climate change deniers who refuse to accept irrefutable evidence of man-made global warming. The regime refuses to accept the fact that the vast majority of the people of Ethiopia live in abject poverty and that the regime itself is singularly responsible for the persistence of poverty in that country. But they would rather talk about an imaginary renaissance wonderland they have created!

The facts speak for themselves. In 2011, Global finacnial Integrity (GFI) reported,  “The people of Ethiopia are being bled dry. No matter how hard they try to fight their way out of absolute destitution and poverty, they will be swimming upstream against the current of illicit capital leakage.”

The GFI report further documented that “Ethiopia, which has a per-capita GDP of just US$365,  lost US$11.7 billion to illicit financial outflows between 2000 and 2009. In 2009, illicit money leaving the economy totaled US$3.26 billion, which is double the amount in each of the two previous years… In 2008, Ethiopia received US$829 million  in official development assistance, but this was swamped by the massive illicit outflows.  The scope of Ethiopia’s capital flight is so severe that our conservative US$3.26 billion estimate greatly exceeds the  US$2 billion value of Ethiopia’s total exports in 2009.”

Why is Ethiopia the second poorest country in the world in 2014? 

The principal reasons for the triumph of the evil of poverty in Ethiopia have a lot to do with the ineptitude, incompetence, ignorance, arrogance and corruption of the ruling regime and its late “chief architect” Meles Zenawi. Meles fancied himself as an economist among many other things. Steeped in his youth in the bush in the half-baked  political economy of Marxism, Meles tried to redeem and rhetorically reinvent himself as the “chief architect” of  “revolutionary democracy” and the “developmental state” in Ethiopia. However, neither Meles nor his witless acolytes have taken the opportunity to articulate the theory and practice of  revolutionary democracy or the developmental state. Instead, they have chosen to mount a babbling rhetorical attack on “neoliberalism” while stretching out cupped palms for alms to the International Monetary Fund and the World Bank. In a “scholarly” article in a volume edited by the old anti-neoliberal war horse Joe Stiglitz, Meles proclaimed, “The neo-liberal paradigm is a dead end incapable of bringing about the African renaissance, and that a fundamental shift in paradigm is required to effect a revival.”

Meles “shift in paradigm” was a fanciful “Growth and Transformation Plan”, not unlike the centralized five-year economic plans of the now forgotten Soviet Union. As I have demonstrated on a number of previous occasions, Meles did not have a growth and transformation plan; he had delusional plans of economic growth and transformation.

In my commentary “The Fakeonomics of Meles Zenawi”, I demonstrated that Meles’ “growth and transformation plan” is nothing more than a make-a-wish list of stuff. It purports to be based on a ‘long-term vision’ of making Ethiopia ‘a country where democratic rule, good-governance and social justice reigns.’ It aims to ‘build an economy which has a modern and productive agricultural sector with enhanced technology and an industrial sector’ and ‘increase per capita income of citizens so that it reaches at the level of those in middle-income countries.’ It boasts of ‘pillar strategies’ to ‘sustain faster and equitable economic growth’, ‘maintain agriculture as a major source of economic growth,’ ‘create favorable conditions for the industry to play key role in the economy,’ ‘expand infrastructure and social development,’ ‘build capacity and deepen good governance’ and ‘promote women and youth empowerment and equitable benefit.’
Stripped of its collection of hollow economic slogans, clichés, buzzwords and catchphrases, Meles’ growth and  transformation plan is plain sham-o-nomics.

In my commentary, “The Voodoo Economics  of Meles Zenawi”, I demonstrated that Meles has been making hyperbolic claims of economic growth in Ethiopia based on purely fabricated economic statistics. For a number of years, Meles and his regime have been pulling a public relations sleight-of-hand by using the IMF as a front to channel bogus economic statistics to prove their economic prowess and unrivalled success to the world.

I am certainly not the first one to expose the economic and political ineptitude, incompetence and corruption of the ruling regime in Ethiopia. In its November 7, 2006 editorial, the Economist Magazine described “the Ethiopian government as one of the most economically illiterate in the modern world.”

On November 3, 2007, the Economist magazine reported, “The fact is that for all the aid money and Chinese loans coming in, Ethiopia's economy is neither growing fast enough nor producing enough jobs. The number of jobs created by flowers is insignificant beside an increase in population of about 2m a year, one of the fastest rates in Africa.... The government claims that the economy has been growing at an impressive 10% a year since 2003-04, but the real figure is probably more like 5-6%, which is little more than the average for sub-Saharan Africa. And even that modestly improved rate, with a small building boom in Addis Ababa, for instance, has led to the overheating of the economy, with inflation moving up to 19% earlier this year before the government took remedial action. The reasons for this economic crawl are not hard to find. Beyond the government-directed state, funded substantially by foreign aid, there is--almost uniquely in Africa--virtually no private-sector business at all.” In 2009 at a high level meeting of Western donor policy makers in Berlin, a German diplomat suggested that Ethiopia’s economic woes could be traced to “Meles’ poor understanding of economics”.

Crony capitalism as the root cause of poverty in Ethiopia 

The root cause of poverty in Ethiopia is not “neoliberalism”. It is “crony capitalism”, the “capitalism” of the “chief architect” of “revolutionary democracy” and the “developmental state” in Ethiopia. Crony capitalism is a system in which economic activity and success depends almost entirely on political connections. Stated simply, one must be an insider (a crony) with political and ethnic connections to get the lion’s share of economic benefits and avoid punitve consequences. In the argot of economists, such economic activity is sometimes described as “rent seeking” in which  “individuals or groups lobby government for taxing, spending and regulatory policies that confer financial benefits or other special advantages upon them at the expense of the taxpayers or of consumers or of other groups or individuals with which the beneficiaries may be in economic competition.”

Meles' crony capitalism is a mutual support system where cronies support Meles and his party the TPLF (and handmaiden EPDRF) in exchange for a variety of  benefits and favors ranging from the creation of a favorable regulatory environment to direct subsidies and public procurement contracts. Insiders gain at the expense of outsiders, and therefore  everyone wants to become a crony for the money. Even entrepreneurial individuals are situationally compelled to submit to the predatory crony system just to survive.

In Meles’ crony capitalism, the “government” has total control of the economy and its cronies maintain a total chokehold on all productive sectors. The Meles regime maintains a stranglehold on the economy through regulation, taxation, public expenditures and subsidies of economic activities. They have the unbridled power to benefit their cronies and fatally cripple their enemies, or at least deal significant setbacks to those who are not willing to pay to play. As a result, economic activity, entrepreneurial viability and business success depends almost entirely on the whims and fancies of those who control the levers of political power.  Such is the incestuous process of “wealth creation” and "double-digit economic growth" in Ethiopia’s crony capitalism.

Very few have been able to succeed as independent entrepreneurs in Meles’ crony capitalism. Those who succeed are eventually swallowed by Meles' crocodilian cronies. Economic success in large measure depends on the level of political activity and support of the regime. If independent entrepreneurs want to survive, they must participate in crony capitalism even though they may prefer to avoid it. The Meles regime has used its regulatory power, taxing authority, and expenditures on transfers and subsidies, to favor its cronies and debilitate those who are not willing to pay to play. This has caused a run among entrepreneurs of all kinds to seek favorable “government” treatment and protect themselves from regulations, expenditures and consequences that will put them at a competitive disadvantage.

The evidence on the Meles’ regime’s crony capitalism is uncontested and manifest. Human rights groups, analysts and commentators have been reporting for years that the Meles regime frequently denies the benefits of foreign aid programs including food, fertilizers, training, etc., to known opposition supporters. I have commented on the subject in a number of my weekly commentaries. According to the World Bank, roughly half of the Ethiopian national economy is accounted for by companies held by a regime-affiliated business group called the Endowment Fund for the Rehabilitation of Tigray (EFFORT).  EFFORT’s freight transport, construction, pharmaceutical, and cement firms receive lucrative foreign aid contracts and highly favorable terms on loans from government banks. An exhaustive 2011 study by Sarah Vaughan and  Mesfin Gebremichael entitled,  “Rethinking business and politics in Ethiopia The role of EFFORT, the Endowment Fund for the Rehabilitation of Tigray” provides ample data and analysis on the incestuous relationship between the regime and that organization.

The World Bank’s massive 2012 study entitled, “Diagnosing Corruption in Ethiopia” and my own serialized commentaries on the findings of that study demonstrate the manner in which crony capitalism has triumphed in Ethiopia. (Those commentaries are available on my open salon blogsite Al Mariam’s Commentaries.) Crony capitalism in Ethiopia is perhaps most palpable and visible in the mining sector. The World Bank study showed the inner working of Meles' crony capitalism:

A mining company could be required to pay a large premium in return for a mining license. Senior officials and the mining company could keep this premium secret, and the officials could receive payment in offshore bank accounts.

An official may require the mining company to make a large donation to a charity if it wants the license to be issued more quickly. Although the charity may appear to be genuine, it may in fact be a front for a political party or for the official’s personal or family gain.

Officials collude with mining companies to grant subcontracts to relatives. The licensing authority could, as a condition of the license award or social development plan, require the mining company to undertake a large amount of additional infrastructure works at the mining company’s own cost.

A mining company may submit an environmental management plan for a mining license that will inadequately control the leaching of poisonous chemicals into the water supply. Proper controls would [be costly]. The mining company may pay the official responsible for approving the license a bribe to approve the deficient conditions.

Officials may demand a share in the profits of a mining company. A mining company may agree to give an official’s relative a free share in the profits of the mining project if it receives a license on beneficial terms.

Officials grant licenses to companies secretly owned by them.

Officials secretly acquire land that is subject to a license application.

An official who is aware that mining may take place on an area of land may lease the land in advance of the mine licensing. Once the license is granted, the value of the land may materially increase. The official thereby profits from his or her inside knowledge by selling or licensing his or her rights to the land to the mining company.

Officials manipulate license registration.

An official in the department that issues mining licenses may hear that a mining company wishes to apply for a license. The official may alert a businessperson with whom he or she has connections, and the businessperson may quickly apply for a license over the same area. The official grants the license to the businessperson. The mining company then has to purchase the license from the businessperson, and the businessperson shares the profit with the official.

A prospector may discover minerals, mark the area, and contact the relevant licensing authority to receive a discovery certificate. A corrupt official may not register the discovery in that person’s name but instead notify a business colleague and register the discovery in the colleague’s name. The corrupt official may then falsely inform the discoverer that someone else had previously discovered the minerals.
Contractors and suppliers may engage in fraudulent transactions in  tendering, submitting claims, and concealing or approval of defective works.

Mining companies may commit fraud by making false declarations about the identity and quality of minerals or by bribing certifiers to approve false declarations.  

When will Ethiopia rise from its ignoble position as a second poorest nation on the planet? 

As long as political connections are more important than entrepreneurial ability and drive, Ethiopia shall remain the second poorest country on the planet.

As long as a few elites at the very top are favored in the legal system and given first class citizenship simply because of their ethnicity and allowed to prosper by sapping the productivity of the most dynamic sectors of the society, Ethiopia will remain the second poorest country on the planet.

As long as individuals and groups gain more wealth through political connections than through productive activity, Ethiopia will remain the second poorest country on the planet.

As long as a predator  “government” preys on a disempowered population and saps the entrepreneurial drive of its young and restless, Ethiopia shall remain the second poorest country on the planet.

As long as personal and political connections to the powers that be trump the rule of law, Ethiopia shall remain at the tail end of nations.

Poverty is root of all evil in Ethiopia. But who (what) is at the root of poverty in Ethiopia?
